Applying for a Transport for London (TfL) Private Hire Vehicle (PHV) Licence

Requirements:

 To be licensed as a private hire driver, you must meet the following criteria:

  1. Age

  •  Must be at least 21 years old (no upper age limit if all other requirements are met).

​

  2. Driving Licence

  • Hold a full DVLA, Northern Ireland, or EEA state licence for at least three years.

​

  3. Right to Work

  • Have the legal right to live and work in the UK.

​

  4. Tax Compliance

  • First-time applicants: Must confirm awareness of HMRC tax guidance and register with HMRC if granted a licence.

  • Current or recent licence holders (within 12 months): Must complete an HMRC tax check.

​

  5. Additional Requirements

  • Good Character: Undergo an enhanced DBS criminal records check through TfL’s authorised provider.

  • Medical Fitness: Meet DVLA Group 2 standards, typically requiring a medical exam with access to your full medical history.

  • Topographical Skills: Pass an assessment at a TfL driver assessment centre.

  • Language and Knowledge Assessments:

    • Speaking and Listening Assessment.

    • Safety, Equality, and Regulatory Understanding (SERU) Assessment (evaluates reading and writing skills).

DBS Update Service

  • You must register with the DBS Update Service when applying for a taxi or private hire driver’s licence.

  • A licence will not be granted without this registration.

  • Once licensed, you must maintain a continuous subscription to the service.

​

Who Needs a Certificate of Good Conduct (CoGC)?

  • All new and renewing private hire driver licence applicants who have lived outside the UK for three or more continuous months in the last 10 years (including extended holidays) must provide a CoGC for each relevant country.

​

How to Obtain a CoGC

  1. Download and complete the TPH/205 'Living Abroad' Form:

  2. Submit the completed form with your application.

  3. Refer to the Certificates of Good Conduct Guidance for detailed instructions.
